Cook the ground beef in a pan over medium heat until it's no longer pink, about 5-7 minutes. Drain any excess fat.
Add the green onions, gochujang, soy sauce, sesame oil, brown sugar, and garlic. Cook for 3-4 minutes.
Add the sauce ingredients to a small saucepan. Cook for 2-3 minutes or until the sugar has dissolved.
Divide the rice between 4 bowls. Scoop meat on top, drizzle with extra sauce, and enjoy!
