Lightly spray a 9×13-inch pan with nonstick spray and set aside.
In a large pot over low heat, melt the butter and dissolve the salt.
Add the mini marshmallows and stir until completely melted and smooth. Remove from the heat.
Stir in the vanilla extract. Then fold in the Rice Krispies until evenly coated.
Transfer the mixture to the prepared pan. Use lightly buttered or damp hands to gently press the treats into an even layer. Don’t compact them, or the bars will turn dense.
Let cool for 1 hour, then cut into 16 squares.
Spread a smooth layer of green frosting over the front of each Rice Krispie treat, leaving a small strip at the top for the hair.
Refrigerate for 10 minutes, or until the frosting is firm. Place a piece of parchment paper over the frosting and gently smooth it with an offset spatula.
Pipe chocolate frosting across the top, slightly overlapping the green frosting, then create a zigzag hairline. Use a toothpick to fill in any gaps with frosting.
Pipe a straight mouth and add three short vertical stitches.
Press two brown mini M&M's into the frosting for the eyes.
Using the chocolate frosting, pipe a short diagonal scar above one eye and add three or four stitches.
Sprinkle chocolate sprinkles over the chocolate frosting.
Break a pretzel stick in half, then insert one half into each side of the treat to create the neck bolts.
Refrigerate for 10–15 minutes, or until the frosting is set, before serving or packaging.
